Superintendent’s Report

June 2024

 

Budget:  

On May 29, 2024, Assembly Speaker Robert Rivas and Senate Pro Tem Mike McGuire announced a joint legislative budget plan incorporating input from the public and stakeholders while addressing the Governor’s May revision released on May 14, 2024.  The legislative proposal funds the statutory 1.07% cost-of-living adjustment for the Local Control Funding Formula and select categorical programs.  The legislature began holding committee hearings this week in anticipation of the June 15, 2024, budget bill deadline. 

It should be noted that the proposed 2024-25 budget for FESD, which is on the agenda for Board approval on June 11, 2024, does not include the proposed salary increases for certificated staff, administration, classified management, or classified confidential employees.  In addition, negotiations with CSEA Chapter #889 are not scheduled to begin until June 17, 2024.  Once all labor partner negotiations are completed, TAs are ratified, and Board-approved, our ending fund balances for 2024-25, 2025-26, and 2026-27 will be adjusted to reflect the increase in salaries. 

Regardless, our cash flow, ending fund balances, and special reserve are all looking positive, even though we are experiencing a decline in enrollment, and our average daily attendance (ADA) continues to be impacted by chronic absenteeism (while it has improved this year) across all school sites.  

 

Curriculum and Instruction:

Our students are wrapping up end-of-year local assessments and statewide assessments to round out the school year.  CAASPP (California Assessment of Student Performance and Progress) assessment results for our current 3rd-8th grade students will become available throughout the summer to help us plan for next year.  

Our new social-emotional learning curriculum, Character Strong, will also be in place for the 2024-25 school year.  Staff members will attend a training on August 14th to prepare for weekly SEL instruction.  

The District is moving forward with piloting the Amplify Desmos mathematics program for K-8th grade.  Staff members will attend an all-day workshop on Friday, August 16th, to prepare for the new year.  

All of our certificated teaching positions are filled for the 2024-25 school year.  We are continuing to advertise for needed classified positions.  

Our ELOP program is planned and staffed for July 8th-August 2nd.  If your child is signed up to attend, you have already begun to receive communications about what is planned for the program.  Susie Lewis is once again taking the lead on our summer session.  

Construction & Maintenance:

In addition to routine maintenance (cleaning, painting, basic repairs, etc.) this summer, we have several larger projects scheduled. 

Ambrosini Elementary School:

  • replace linoleum in classrooms 4 & 5

  • install water pressure regulator

Walker Elementary School (Phase 2 of Modernization):

  • replace windows and repair any dry rot in thirteen classrooms

  • replace roof on Family Resource Center

  • replace roof on wing 4 

  • wrap up all remaining phase 1 items 

Toddy Thomas Middle School:

  • repair and resurface gym floor

  • replace flooring at the back exit of the gym 

Fortuna Middle School:

  • kitchen will be remodeled with a new range and hood system

  • replace sound system in the gym


Miscellaneous:

I would like to wish our graduating 8th-grade class the very best as they move on to their high school career! The next four years will fly by for them and their families, so I hope they participate as much as possible and enjoy the experience.  Most of these students have attended our schools for nine years, so it is always bittersweet to wish them farewell as they continue their education journey.  

I would also like to wish our retiring employees and those employees who are moving on the best!  Thank you to each of you who has positively impacted our students.  

Thank you to all of our classified employees, certificated employees, and administrators who have worked tirelessly to make this the best year possible for our FESD students.  I appreciate each of you.  

Thank you to the FESD Governing Board for your service to our District.  I appreciate the time and support you have given our students and staff this year.  

I wish all of our students, families, staff, and community a wonderful summer filled with friends and family.  It has been my pleasure to be your Superintendent this school year.  I look forward to seeing you all this fall!

Highlights from the 6-11-24 Board Meeting:

  • Mrs. Betts presented information regarding FESD's Local Priorities 1, 2, 3, 6, & 7.

  • The Board received written reports from the Superintendent, Principals, Counselors, School Psychologist, LIbrarians, Bond Project Manager, Director of Maintenance & Operations, & Director of Technology.

  • The Board approved the Consent Agenda.

  • The Board adopted the FESD 2023-24 Annual Update & 2024-25 FESD Local Control Accountability Plan (LCAP).

  • The Board adopted the 2024-25 FESD Budget

  • The Board approved the 2024-25 bargained tentative agreement with FETA.

  • The Board approved the compensation package for unrepresented employees for the 2024-25 school year.  

  • The Board approved the proposal of the LEA to CSEA Chapter #889 for initial contract negotiations.  

  • The Board approved the MOU between FESD & Redwood Preparatory Charter School. 

  • The Board approved the Resolutions for transfer from and transfer to special reserve.  

  • The Board approved Resolution 24-10: EPA expenditures.

  • The Board approved the 2024-25 Consolidated Application.

  • The Board approved stipends for the ASB Advisors.

  • The Board approved the Prop 28 annual report.

  • The Board approved the Arts, Music, & Instructional Materials Discretionary Block Grant expenditure plan.

  • The Board approved the updated/revised ELOP plan.

  • The Board approved Board member stipends for 2024-25.  



Next Regular Board Meeting: August 8, 2024
